First release of client portion of k12admin

I've now got a client package for k12admin at http://k12admin.cmsd.bc.ca/,
as well as a new version of the server package.

Success/failure reports are always welcome.  Feature requests... probably
less welcome at the moment.  Packaging can be a nightmare.  :)

Changelog:

 *  Added more client support. Added /var/k12admin/serverdata/setup,
    which is the main script to be used for updating the clients. This
    script is not yet functional, but it looks pretty.  To see what the
    interactive version of the setup script might look like, run:

      "su k12admin -c /var/k12admin/scripts/client/updateclient"

    as root. You'll need to wait about 5 minutes after installing the
    client package before running this to give the server time to notice
    the new client.
 *  Removes old /etc/crontab entries in postinst scripts (also moved from
    using root's crontab to using system crontab). 
 *  Prevent crontab scripts from sending mail every 5 minutes (no STDOUT
    unless error occurs). 
 *  Install setup scripts in /usr/bin as k12admin-server.dbsetup, etc. 
 *  Checks for blank mysql password in postinst, and offers to change. 
 *  Empty dirs weren't being created in rpms. Create dirs in postinst
    scripts, if they don't already exist.
 *  Added more strings to the I18N database (still not complete). 
 *  Added a TODO file in /usr/doc/k12admin-server/
