SEUL: master 'todo' list draft in place

It's a start, but it's not a bad one.

Please comment on content (if somebody wants to make it look prettier,
let me know as well. No doubt it could use it.)

I'll mention it to seul-project and seul-dev-apps and seul-dev-help
tomorrowish. (I think I'll probably mention it to seul-announce too.
They can handle another mail.) (And I should make sure to remember to
tell Doug that I volunteered him to lead one of those projects before
he reads it himself. ;)
