Some posts belong in more than one list.  Not everyone is sub'd to every list. 
I would say that some are even only sub'd to project.  Project should be
getting hammered.  It's the general discussion area.

I would agree, except not everyone reads the lists constantly.  I for one will
send to the person I'm addressing.  And I'm not about to start stripping my
replies of everyone but the list itself.

It is becoming a problem, but lets not get carried away with these
requirements.  It only takes common netiquette.  Not a useage manual.
