Agree with Luka and think Erik's approach writing to the Senator was
very good.

IMO, SEUL falls well within the Research & Development  of  software
tech.

As  yet,  we  do  not  know  how SEUL will develop.  I'd suggest the
following:

    - Write to the Senator on a hard-copy;

    - Keep  the  reply  (i.e.   the senator's interpretation of the
      bill/act Erik referred to) as a document.
    
If any related problems should arise in the future, there'll be  the
letter from the Senator to show up.
