Late at night...I wrote a lot of opaque email then <g>.

Here's the scenario:

seul-dev-foo wants to describe its mission to the world, perhaps in hopes of
attracting more volunteers, maybe just to keep related seul-dev projects up
to date.  Seul-pub will help by designing the page and making sure it looks
professional (i.e. good grammar and punctuation).

Exact involvement of each party (seul-dev and seul-pub) will depend on the
nature of the item being publicized.  A technical discussion of the
installer front-end would probably be almost completely done by the seul-dev
group, with only minor touch-up from us in seul-pub.  An impassioned plea
for volunteers might see us getting the general thrust from seul-dev-foo and
writing most of it from scratch.

Since it's not a clearly defined process, and potentially quite
time-consuming for all concerned, I am hoping to set up some guidelines.
