That sounds like a fair price (at around $400 each) if this includes
decent hardware and monitor for each client (using Citrix).

If you already have old or surplus computers, you could save more by using
open source (and get away from buying new hardware and the proprietary
licensed software).

Also, in the long run, you'll be able to do a lot more by using open
source solutions.
