Err, if I remember well, those "frontpage extensions" are actually WebDAV.
This is a standard protocole for uploading web pages to a web server, much
like FTP but with some concurrency/locking and such issues addressed.
There is a simple unix client called cadaver
(http://www.webdav.org/cadaver/). Emacs is one of the few applications
which support it.
