Depends how specialised the requirements are, but in this case, I'd agree.
Maybe a straw pollon any given requirement?

Here's a message to the schoolforge-discuss mailing list from Mike 
Eschman about an eval for the ISO.  His question is a valid one; my 
opinion is that it's OK so long as those requirements are mentioned 
in the description so people know about them before installation.  
Other opinions?
