EDUML v0.7

The latest specs for EDUML (currently v0.7) are now permanently available

These are the changes since v0.6:
+ question: unicode support in EDUML? I think so since XML -> unicode
+ added <group> element to <student> for groupings like grade level etc...
+ added <groups> element to <school>
+ added <status> element to <student> for active,withdrawn,graduated etc...
+ many many additions to the library elements (reality check)
+ redid locale properly according to Duane Morin <dmorin@tiac.net> and
  seconded by Wil Langford <wil@langford.net>
+ changed <learner> to <student> "Daniel P. Kionka" <dkionka@blueneptune.com>
