Put the attached plain HTML webpage on a webserver somewhere and use that. I 
haven't yet seen a page at Google which uses this, which surprises me, so if 
anyone knows of one, please tell!

Meantime, the general format is:

    http://translate.google.com/translate_c?sl=$FROM&hl=$TO&u=$URL

$FROM/$TO are one of en/fr/de/it/ja/ko/pt/es/zh-CN
$URL is the URL you want translated

So...

  http://translate.google.com/translate_c?sl=fr&hl=en&u=http://www.abuledu.org

...or for picky browsers:

http://translate.google.com/translate_c?sl=fr&hl=en&u=http%3A%2F%2Fwww.abuledu.org

Look at this URL (thanks PHP for a nice syntax-highlited version of it) for a 
PHP snippet that (among other things) adds a `translate me' panel to the 
bottom of each page with appropriate attribution:

    http://cyberknights.com.au/footer.pinc

For an example of this footer at work, try this small page:
