Supported utilities for help files

One of the major tasks of the seul-help group is to write
documentation for the system. Both application and task
help have a pre-condition that knowledge on what utilities
are going to be in the system is known.

It is therefore one of the tasks that we get a list of all the
utilities (including cp, ls, ...) which should be covered by
the new documentation.

My presumption is that all of the base Debian utilities will be
included. But where do we go from here?

Are there any other utilities that are known at the current
time?

Any help would be appreciated.
