That's weird...  I've used tar a LOT for that sort of thing.  I wrote
myself a shell-script like this:

#!/bin/sh
(cd $1 && tar cf - . ) | (cd $2 && tar xvfp -)

BTW, my tar version:
geeky1,60:~/mprime% tar --version
GNU tar 1.11.8

Works great over here...  TTYL!
