[Computerbank] New constitution

Hi all

we have had confirmation from Clayton Utz that the draft of the
constitution is ready.

There is a meeting Thursday to just make sure all is ok and then it'll be
up on the list. 

The good news is it's nearly over sorry about the delays.

I look forward to comments when the const is posted.
